Proclamation of the Imperial Constitution

In force from 01 July 2025

By the supreme and unopposable decree of His Imperial Majesty, Kaiser Comet, whose authority permeates all things.

Preamble

Hear ye, subjects of the Empire! United under the iron will of His Imperial Majesty, bound by unwavering loyalty, and devoted to the expansion of imperial dominion, you are hereby commanded to uphold this Constitution. Let it stand as the absolute law, the decree of the Emperor, and the instrument of order, justice, and obedience. Defiance shall meet the full might of the Imperial Armed Forces, and none shall escape the all-seeing authority of the Emperor.

Chapter I — Organization and Absolute Structure of the Imperial Government

Section I — The Empire and Its States

Article I — Official Name of the Empire

Let it be known that this Empire bears the name:
In German: Kaiserliche Konföderation
In English: Imperial Confederation
This name shall be invoked with reverence and obedience throughout all territories.

Article II — Form of Government

The Empire is a constitutional monarchy under the unassailable authority of His Imperial Majesty. Every law, every command, every action flows from His will alone. Obedience is not a duty—it is the essence of life under His reign.

Article III — Territorial Composition

By imperial mandate, the Empire shall include the following dominions, all subject to the absolute command of His Majesty:

  • The German Empire and the Kingdom of Westphalia
  • The Kingdom of Hungary and the Kingdom of Croatia
  • The Kingdom of Italy
  • The Kingdom of Sweden
  • Türkiye and Azerbaijan
  • The Kingdom of France
  • The Duchies of Finland, Norway, and Denmark
  • The Kingdom of Poland
  • The Kingdom of Russia
  • The Duchies of Estonia, Latvia, and Lithuania

Additional territories may be annexed by imperial will. Let all populations know: the Emperor's word is law, and his dominion is eternal.

Article IV — Imperial Symbols

The colors of the Empire are black, white, and red, symbols of unity and unyielding power. The commercial flag, black, gold, and blue, shall bear the Imperial Eagle and Coat of Arms, representing the omnipresence of His Imperial Majesty across all lands.

Article V — Supremacy of Imperial Law

Hear this: Imperial law reigns supreme. Any state law conflicting with imperial decree shall be judged and corrected by the superior Imperial courts. Their decision is final. Resistance is forbidden; obedience is compulsory.

Article VI — Execution of National Laws

State authorities shall execute national laws under the vigilant supervision of the Imperial Government. Disobedience will be met with the full might of the military and the inexorable will of the Emperor.

Article VII — Absolute Legislative Competence of the Imperial Government

The Imperial Government commands supreme authority over:

  1. Foreign relations and treaties
  2. Colonial administration and overseas dominions
  3. Citizenship, migration, and extradition
  4. National defense and military operations
  5. Currency, treasury, and imperial finance
  6. Customs, trade, and free transit of goods
  7. Postal, telegraph, telephone, and all communications

All subjects and officials shall execute these laws without hesitation. Defiance is unthinkable.

Article VIII — Total Legislative Authority of the Imperial Government

The Imperial Government decrees and enforces:

  1. Civil and criminal law, including judicial procedure
  2. Passports and surveillance of foreigners
  3. Welfare, poverty control, and measures against vagrancy
  4. Press, associations, and public assembly, all under strict supervision
  5. Population policy and protection of maternity, infancy, and youth
  6. Public health, veterinary oversight, and plant protection
  7. Labor rights, social insurance, and employment regulation
  8. Professional associations across the Empire
  9. Care for veterans and their dependents
  10. Expropriation and resource management
  11. Socialization and regulation of production, distribution, and pricing of essential goods
  12. Commerce, banking, currency issuance, and market regulation
  13. Trade in food, luxury, and essential commodities
  14. Industry, mining, and insurance
  15. Maritime commerce, fisheries, and naval power
  16. Railways, inland navigation, and all transport infrastructure
  17. Roads and strategic military routes
  18. Theaters, cinematography, and cultural institutions

Every law, every article, every command is backed by the unrelenting authority of His Imperial Majesty. Soldiers, officials, and subjects alike shall obey without hesitation. Resistance will be crushed, dissent will be annihilated, and the will of the Emperor shall reign unchallenged.
